Check whether the video is private rather than unlisted, and whether it stayed private after you tried to change it. A privacy setting the tool asked for and did not get is the signature of this restriction, not of a bug in the upload.
Then check whether the same channel accepts a public upload when you do it by hand in the YouTube app. If the manual upload is public and every API upload is private, the project, not the channel, is the constraint.
